Proposed labour hire reforms go too far: industry

RCSA and other major employer groups are strongly opposing the Federal Government's proposed labour hire reforms, which include a national licensing scheme and criminal penalties for knowing or reckless breaches.

RCSA, Ai Group and ACCI have responded separately to the Government's consultation paper, which proposes establishing a single national labour hire licensing scheme that would override existing regimes in Queensland, South Australia, Victoria and the ACT.

Among other things, the scheme would require labour hire providers (LHPs) to: meet annual reporting requirements and notify prescribed changes in circumstances; not enter into avoidance arrangements and report such arrangements if known; comply with auditing and inspection obligations; provide workers with adequate induction training; only utilise another licensed LHP if subcontracting any labour supply requirements; and comply with any licence conditions imposed by the FWO...
